  • Jimmy Chang

    General Manager

    Jimmy spearheads OntarioNet’s development and internet service operations. With a mission-oriented team and innovative mindset, he builds fiber-based infrastructure to foster digital equity and adoption, community safety, and civic transformation. His vast experience in the technology sector spans over 25 years between private and municipal projects. He resides in the Inland Empire with his wife and two adult children, who relish international travel, enjoy winter hiking, and treasure national parks.

    Fun Fact: Jimmy loves to cook and hopes to be a master chef and owner of a Michelin 3-star restaurant one day.

  • Robert De Casas

    Principal Broadband Analyst

    Robert is a master techie with 24+ years of experience in project management, system support, network setup, and troubleshooting. Robert's leadership skills and "you can do anything" attitude empower coworkers and colleagues to work at their best capacity. As a long-time resident of Ontario, he's excited to be a part of innovative changes coming our way. Ontario is on its way to becoming a booming smart city, and his footprint will be all over it.

    Fun Fact: Robert loves Nascar, traveling, trying new restaurants, and working on home projects

    Broadband Coordinator

    Mayra leads all things outreach, engagement, and marketing. You can find her out and about at events, educating the community on cybersecurity and the digital journey, and developing new partnerships with community groups. She has more than a decade of experience in public relations and marketing in various industries. As a long-time Ontario resident, she understands the needs of our evolving city.

    Fun Fact: Mayra loves to travel and hopes to step foot on every continent at least once.

  • Juan Rodriguez

    Senior Network Engineer

    Juan has been an active Information Technologist for over 25 years and is currently responsible for configuring and managing our network.

    Fun Fact: He is a former local key Latin Alternative music promoter as recognized by the L.A. Times and currently promoting the legacy of Canto Robledo; the world's only licensed blind boxing trainer in the history of the sport.

  • Judy Witrago

    Management Analyst

    Judy currently serves as the Management Analyst for OntarioNet. In her role, she tackles all budget and finance-related items, contracts, and recruitment. Judy has over 10 years of administrative experience ranging from higher education to non-profit government entities. Prior to moving to the city of Ontario a few years ago, she was born and raised in Los Angeles.

    Fun Fact: Judy loves sports, music, hiking, and visiting new coffee shops. One day she hopes to visit all MLB ballparks in the United States.

  • Jose Anaya

    Broadband Analyst

    Jose is a telecommunications industry veteran with 20+ years of experience. He helps maintain and inspect OntarioNet’s fiber footprint as well as conducts site visits for new construction projects. Jose loves working for the city he grew up in and being part of an innovative and transformational team that will be at the forefront of technological advancements for the community.

    Fun Fact: In his spare time you can find Jose enjoying time with family, traveling, golfing or watching sports.

  • Tanner Ottoson

    Broadband Project Aide

    Tanner is a Broadband Project Aide at OntarioNet with a background in sales, management, and game production, with a passion for project management and technology. He believes in introducing fresh perspectives and new techniques to help the business evolve and grow. Tanner is enthusiastic about implementing innovative technology to improve the Ontario community.

    Fun Fact: Tanner has a passion for gaming and has been doing it for over 20 years.

  • Alicia Lara

    Administrative Assistant

    Alicia is an Administrative Assistant at OntarioNet with more than 20 years of experience. Alicia specializes in office administration and is responsible for maintaining office operations and attending to resident needs. Alicia uses her positive attitude and tireless energy to encourage others to work hard and succeed in anything they put their mind to.

    Fun Fact: Alicia is inspired daily by her two children. In her free time, she likes to take walks on the beach, watch her children play sports, and spend time with her family.

  • John Colton

    Broadband Technician

    John installs, maintains, and repairs the City’s Fiber Network. He is a skilled fiber, wireless and network communications professional with over two decades of in-field experience implementing voice and data services. He served in the United States Army, supporting communication networks while stationed in Baghdad and Afghanistan.

    Fun Fact: He enjoys spending free time with his wife and three daughters.

  • David Smith

    Broadband Technician

    David is a seasoned telecom expert with years of experience spanning data network installations, Verizon FiOS activations, and innovative fiber micro-trenching. From DSL to fiber to the home, he’s always ensured prompt and efficient service while prioritizing customer needs.

    Fun Fact: He’s a photography enthusiast who loves capturing cherished moments at family events, especially with his two-year-old daughter. He's also a dedicated Dallas Cowboys fan and Clippers supporter.

Our History

More than two decades ago, having a fully operational broadband network was simply an idea being tossed around by a group of visionary Ontario staff and leaders. The thought was to plan a municipally owned, fast, and reliable Internet network that could help connect the entire Ontario community equitably and at an affordable rate. At the time, we understood the importance of a reliable and secure connection for web browsing and the occasional email, but since then, the ability to connect digitally has gone from being convenient to a necessity.

The Internet has become crucial for nearly every aspect of everyday life from connecting to family and friends quickly to education, the workforce, and healthcare. After years of planning and preparing, in December 2015, the City of Ontario became one of California's first municipal broadband fiber optic networks in delivering gigabit Internet service to its community through the development of our OntarioNet network. As a result of its strategic alliance with broadband design, engineering, planning, and service provider partners through the years, this concerted effort has connected over 1,600+ residential subscribers, 150+ business/commercial customers, 20+ City facilities, and over 100+ traffic signal cabinets to date.

The approach has resulted in 200+ miles of fiber optic cable installed throughout the City, providing the infrastructure to support alternative fiber Internet service for communities in Ontario Ranch and newly developed areas of Old Model Colony (OMC). Additionally, the infrastructure serves as a platform for developing "Smart Ontario," a City initiative that supports innovative activities centered around digital inclusion programming and resources, public safety operations, community sustainability efforts, and multimodal traffic management. To continue leading the City with transformative infrastructure and services, OntarioNet continues to expand with a broadband fiber and wireless plan to cover the entire City with affordable, fast, and high-capacity internet service.
